Tema central\u0103 a panelului a fost explorarea leg\u0103turii dintre guvernan\u021b\u0103 \u0219i profesiile mediului construit, cu accent pe rolul acestora \u00een atingerea neutralit\u0103\u021bii climatice.<\/p>\n<p class=\"wp-block-heading\"><strong>Contextul evenimentului<\/strong><\/p>\n<p>Acest panel a f\u0103cut parte din ini\u021biativa \u201cTowards Climate-Neutral and Smart Cities through Mutual Learning, Engagement and Capacity-Building\u201d, primul proiect dezvoltat \u00een cadrul Hub-ului Na\u021bional M100, inspirat de misiunea Uniunii Europene \u201c100 Climate-Neutral and Smart Cities by 2030\u201d. Proiectul, derulat \u00eentre aprilie 2024 \u0219i aprilie 2025, \u00ee\u0219i propune s\u0103 accelereze tranzi\u021bia Rom\u00e2niei c\u0103tre neutralitatea climatic\u0103, sprijinind ora\u0219ele din regiuni mai pu\u021bin dezvoltate \u0219i municipalit\u0103\u021bile de dimensiuni mici \u0219i medii.\u00a0Proiectul este finan\u021bat prin Granturile SEE \u0219i Norvegiene, fiind implementat sub egida Hub-ului M100, de c\u0103tre UEFISCDI, \u00een parteneriat cu Ordinul Arhitec\u021bilor din Rom\u00e2nia, Urbanize Hub, Universitatea Norvegian\u0103 de \u0218tiin\u021be \u0219i Tehnologie (NTNU), Nordic Edge \u0219i RANNIS \u2013 Centrul Islandez pentru Cercetare.<\/p>\n<p class=\"wp-block-heading\"><strong>Dialog interdisciplinar pentru ora\u0219e sustenabile<\/strong><\/p>\n<p>Panelul M100 a adus \u00eentr-o dezbatere interdisciplinar\u0103 reprezentan\u021bi din mediul academic, administra\u021bie, politic\u0103, profesii tehnice \u0219i sectorul civic, subliniind importan\u021ba conect\u0103rii acestor domenii pentru a forma speciali\u0219ti capabili s\u0103 implementeze solu\u021bii arhitecturale integrate. Aceste solu\u021bii sunt fundamentale pentru a r\u0103spunde provoc\u0103rilor climatice \u0219i pentru a construi ora\u0219e cu emisii zero.<\/p>\n<p class=\"wp-block-heading\"><strong>Structura panelului<\/strong><\/p>\n<p>Panelul a fost structurat \u00een dou\u0103 sub-paneluri:<\/p>\n<ol class=\"wp-block-list\" start=\"1\">\n<li><strong>Sub-panelul Guvernan\u021b\u0103<\/strong>\u00a0\u2013 A analizat politici urbane na\u021bionale \u0219i locale, abord\u00e2nd provoc\u0103rile climatice \u0219i energetice prin instrumente de reglementare, inovare \u0219i participare public\u0103. De asemenea, s-au discutat actorii principali, m\u0103surile cu impact \u0219i op\u021biunile de finan\u021bare.<\/li>\n<li><strong>Sub-panelul Profesii<\/strong>\u00a0\u2013 A examinat rolul arhitec\u021bilor \u00een colabor\u0103rile interdisciplinare, implicarea acestora \u00een sectorul administrativ, politic \u0219i civic, precum \u0219i m\u0103suri urbane necesare pentru neutralitatea climatic\u0103.<\/li>\n<\/ol>\n<p>Ambele sub-paneluri au inclus un rezumat final realizat de raportori, sintetiz\u00e2nd concluziile cheie. Proiectul este implementat sub egida\u00a0<em>hub<\/em>-ului na\u021bional\u00a0<a href=\"https:\/\/m100.ro\/\">M100: Mirror Mission Cities Hub Romania<\/a>\u00a0\u2013 Misiune Oglind\u0103 a Misiunii UE \u201e100 ora\u015fe inteligente \u015fi neutre din punct de vedere climatic p\u00e2n\u0103 \u00een 2030\u201d.<\/p>\n<p>Implicarea OAR \u00een proiectul M100\u00a0reprezint\u0103 un pas important \u00een consolidarea leg\u0103turilor \u00eentre mediul profesional al arhitecturii \u0219i ceilal\u021bi factori de putere, decizie \u0219i influen\u021b\u0103 din cele 10 ora\u0219e selectate din Rom\u00e2nia. \u00cen cadrul acestui proiect, OAR contribuie activ la integrarea criteriilor de calitate a arhitecturii \u0219i a mediului construit \u00een toate planurile, investi\u021biile \u0219i ac\u021biunile promovate, asigur\u00e2nd astfel un impact pozitiv asupra dezvolt\u0103rii urbane. De asemenea, OAR genereaz\u0103 activit\u0103\u021bi de educa\u021bie \u0219i con\u0219tientizare cu privire la criza climatic\u0103 \u0219i la r\u0103spunsul pe care ora\u0219ele trebuie s\u0103-l ofere \u00een fa\u021ba acesteia. OAR joac\u0103 un rol cheie \u00een elaborarea de instrumente de politic\u0103 public\u0103 \u0219i documente de \u00eendrumare care sunt utile nu doar pentru ora\u0219ele implicate \u00een proiect, ci \u0219i pentru alte ora\u0219e \u0219i comunit\u0103\u021bi din \u00eentreaga \u021bar\u0103, sprijinind astfel dezvoltarea unui cadru sustenabil pentru viitorul urbanismului \u00een Rom\u00e2nia.<\/p>\n<p>Misiunile Uniunii Europene\u00a0(EU Missions) sunt noi instrumente de politic\u0103 public\u0103 european\u0103 menite s\u0103 genereze solu\u021bii concrete \u00een timp scurt (2030) la unele dintre cele mai presante probleme cu care se confrunt\u0103 societ\u0103\u021bile noastre \u0219i omenirea, de la schimb\u0103rile climatice, la degradarea oceanelor \u0219i m\u0103rilor, a solurilor sau la probleme de s\u0103n\u0103tate \u2013 combaterea cancerului. Misiunile UE se bazeaz\u0103 pe cercetare \u0219i inovare, prin noi modele de guvernan\u021b\u0103 \u0219i de colaborare, cu implicarea cet\u0103\u021benilor. The panel was organized by the Romanian Order of Architects (OAR) in partnership with the Transylvania Territorial Branch of OAR. The central theme of the panel was the exploration of the link between governance and the built environment professions, with a focus on their role in achieving climate neutrality.<\/p>\n<p><strong>Context<\/strong><br \/>\nThis panel was part of the initiative \u201cTowards Climate-Neutral and Smart Cities through Mutual Learning, Engagement and Capacity-Building\u201d, the first project developed under the M100 National Hub, inspired by the European Union\u2019s mission \u201c100 Climate-Neutral and Smart Cities by 2030.\u201d The project, running from April 2024 to April 2025, aims to accelerate Romania\u2019s transition toward climate neutrality by supporting cities in less-developed regions and small to medium-sized municipalities.\u00a0The project is funded through the EEA and Norwegian Grants and is implemented under the auspices of the M100 Hub by UEFISCDI as the program operator, in partnership with the Romanian Order of Architects, Urbanize Hub, the Norwegian University of Science and Technology (NTNU), Nordic Edge, and RANNIS \u2013 the Icelandic Centre for Research.<\/p>\n<p><strong>Interdisciplinary dialogue for sustainable cities<\/strong><br \/>\nThe M100 panel brought together representatives from academia, administration, politics, technical professions, and the civic sector in an interdisciplinary debate, emphasizing the importance of connecting these fields to train specialists capable of implementing integrated architectural solutions. Such solutions are essential for addressing climate challenges and building zero-emission cities.<\/p>\n<p>The panel was structured into two sub-panels:<\/p>\n<ul>\n<li><strong>Governance Sub-panel<\/strong> \u2013 Focused on national and local urban policies, addressing climate and energy challenges through regulatory instruments, innovation, and public participation. The discussion also highlighted key stakeholders, impactful measures, and funding opportunities.<\/li>\n<li><strong>Professions Sub-panel<\/strong> \u2013 Examined the role of architects in interdisciplinary collaboration, their involvement with the administrative, political, and civic sectors, as well as necessary urban measures for achieving climate neutrality.<\/li>\n<\/ul>\n<p>Both sub-panels included a final summary by rapporteurs, synthesizing the key conclusions. The panel was moderated by architect Eugen P\u0103nescu, member of the OAR collective involved in the M100 program.<\/p>\n<p><strong>Impact and outlook<\/strong><br \/>\nFAST: Festival for Architecture Schools of Tomorrow, the first architecture school festival in Romania dedicated to climate neutrality, provided a valuable platform for dialogue among students, professionals, and key stakeholders from Cluj-Napoca and beyond. The project is funded through EEA and Norwegian Grants under the Bilateral Relations Fund and is implemented by UEFISCDI as program operator, in partnership with Urbanize Hub \u2013 Institute for Local Development, the Romanian Order of Architects (OAR), Design and Architecture Norway (DOGA), and RANNIS \u2013 Icelandic Centre of Research. It is carried out under the umbrella of the M100 National Hub \u2013 Mirror Mission Cities Hub Romania, reflecting the EU\u2019s \u201c100 Climate-Neutral and Smart Cities by 2030\u201d mission.<\/p>\n<p>OAR\u2019s involvement in the M100 project represents a key step in strengthening the link between the architectural profession and other decision-making and influencing powers in the 10 selected Romanian cities. As part of this project, OAR contributes actively to integrating architectural quality and built environment criteria into plans, investments, and actions, thus ensuring a positive impact on urban development. OAR also initiates educational and awareness-raising activities concerning the climate crisis and the response cities need to provide. It plays a key role in developing public policy tools and guidance documents that are useful not only to the cities directly involved in the project but also to other municipalities and communities across the country, supporting the development of a sustainable framework for the future of urbanism in Romania.<\/p>\n<p>About the EU Missions<br \/>\nThe EU Missions are new public policy instruments aimed at delivering tangible solutions by 2030 to some of the most pressing challenges facing society and the planet\u2014from climate change to ocean and soil degradation or major health issues like cancer.
